Affordable housing: HANDs across the LV ValleyLooking over the gate at the entrance of the Apache Springs apartment complex, residents can see multi-million-dollar mansions owned by the likes of tennis pro Andre Agassi atop a plateau in the Spanish Hills development, located little more than a stone's throw away. To the south, crews frame the structures of a future grocery-anchored shopping center. Not far to the west lies Las Vegas' most recent version of the edge of civilization. From outward appearances, Apache Springs looks no different from any other brand-new apartment complex in the valley. If anything, it is remarkable only for amenities that few others have, such as an on-site child-care facility, a computer lab and activity areas that are under construction.
